WTO membership

WTO establishing Marrakesh agreement (WTO agreement) provides two ways to become Member:

  1. Original members, who were the contracting parties to GATT 1947 as of the date of entry into force of this Agreement, and the European Communities, which accept WTO Agreement and the Multilateral Trade Agreements: All original members accept WTO Agreement without any reservation.
  2. Countries, which access through negotiations. However, any state or customs territory possessing full autonomy in the conduct of its external commercial relations and of the other matters provided for in WTO Agreement may accede to WTO. Terms of accession are not specified. Each country is accessed on terms, agreed with WTO.

WTO member countries are required to implement two main functions:

  1. Each Member shall promptly contribute to the WTO its share in the expenses of the WTO in accordance with the financial regulations adopted by the General Council;
  2. Each Member shall ensure the conformity of its laws, regulations and administrative procedures with its obligations as provided in the WTO Agreements.

Any Member may withdraw from this Agreement, as well as from other multilateral agreements. Such withdrawal shall take effect upon the expiration of six months from the date on which notice of withdrawal is received by the Director-General.

WTO Agreements shall not be applied among some members due to civil or other reasons if at the time of accession of one member some of these members didn't consent to its application. By the way, member not consenting to the application shall notify the Ministerial Conference before the approval of the agreement on the terms of accession by the Ministerial Conference. However, this term doesn’t cover among WTO member countries.
